The Defense Subcontracts Manager II – Advanced Purchasing (DSMIIAP) will direct and manage all phases of the procurement process from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, purchase order creation and execution and maintenance contract close outs. The role is the sole representative for Purchasing and Supplier Quality (SQ) for multiple programs with complex, multi-level Bills of Material (BOM) . The Defense Subcontract Manager II will act as the conduit between our supply base, Purchasing and Supplier Quality, and the Defense Program Team and other cross functional groups (PMO, Operations, Quality, Engineering, etc.) to achieve objectives.

The Defense Subcontract Manager II will act as the conduit between our supply base, Purchasing and Supplier Quality, and the Defense Program Team and other cross functional groups (PMO, Operations, Quality, Engineering, etc.) to achieve objectives.
As Subcontracts Manager, you will:
- Prepare and issue Request for Proposals (RFP’s), Request for Information (RFI’s), Request for Quotes (RFQ's), manage subcontractor proposal compliance including cost and pricing data analysis, manage agreements, perform complex analysis, ensuring bid and program requirements are captured; Place purchase orders, as required
- Lead formal negotiations (Price, Delivery, Terms & Conditions) of subcontracts, including appropriate Customer flow down, to support Project budget constraints, achieving timely performance, minimizing program risk, and exploiting program opportunities
- Manage program for the entire BOM to ensure supplier requirements are executed achieving favorable conditions and consistency with technical, program, cost and performance (quality and delivery) requirements; Ensure BOM cost achievement by creating and managing actual costs to targets and budget for new program quotes to customers and launches
- Monitor subcontractor performance; Identify problems and risks and implement recovery plans/corrective action through recurring reviews with program and executive teams, track progress and report issues/progress to the organization; Execute contract modifications in response to changing requirements; and perform close-out activities
- Place subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR), corporate compliance requirements and/or assisting engineering in the creation of eRequisitions for procurement
- Create, update, and communicate critical program documentation including bill of material launch reports, open issues, quote repository, cost walks
Education and Experience (required):
- Bachelor’s or master’s degree in Supply Chain, Business, or related field
- Minimum 5 years’ experience in supply chain management, subcontracts, procurement, or similar role with a Defense Contractor or Defense Supplier
Skills, Knowledge and Abilities (required):
- International Traffic in Arms Regulations (ITAR)
- Federal Acquisition Regulations (FAR/DFARS)
- Project planning and management, possess strong written and verbal communications skills, Strong mathematical, analytical, and organizational skills
- The ability to obtain and maintain a US security clearance. U.S. citizenship is required
- Familiarity with direct and indirect procurement practices, price analysis, basic understanding of U.S. Government policies and regulations, and knowledge of related business principles
- Ability to operate independently and communicate effectively, both internally with technical staff, peers, and management, as well as externally with suppliers
- Proficient use of MS Office products
A successful candidate may also have:
- Master of Business Administration (MBA)
- Experience with quality or manufacturing operations systems, and cross functional communication
- Attention to detail; high comfort with analytics
